This is a summary of the meeting of the NETCC Council held on 14 August 2026.
Communiques of each meeting are produced so that stakeholders can be informed about the work of the Council and its implementation of the Code.
Overview of NETCC FY26 Finances
The Administrator provided an overview of the FY26 financial results. The NETCC recorded a stronger-than-expected result primarily driven by higher application volumes and increased revenue throughout the year. Additional expenditure was incurred for the ACCC reauthorisation process, the Independent Review, and expanded staffing resources, however revenue exceeded expenditure growth.
It was noted that the reserves could be available for funding of major strategic investments, such as technology improvements identified through the Independent Review.
Overview of FY27 Budget
The Administrator presented the FY27 budget, noting that it was developed prior to the announcement of the NSW Home Battery Scheme and may therefore understate expected revenue for the year ahead.
The budget includes provision for additional staffing resources and support for implementation of recommendations arising from the Independent Review.
FY27 NETCC Annual Fee Review
The Administrator recommended maintaining the current Approved Seller fee structure for FY27. Council noted that fees have remained unchanged since the commencement of the Code and agreed that current financial forecasts did not justify an increase.
Members discussed the importance of balancing affordability for signatories against maintaining sufficient reserves to support future program priorities.
Council endorsed the recommendation to maintain Approved Seller fees at their current levels for FY27.
The Administrator to provide an update on the uptake of the NETCC sales and installation template agreement and any opportunities to improve utilisation.
Administrator Update
The Administrator provided an update on implementation planning for the recommendations arising from the Independent Review.
In relation to Recommendation 9 relating to consumer redress pathways and engagement with Energy and Water Ombudsman schemes, Council supported progressing discussions with Ombudsman schemes as a priority implementation activity. Council emphasised that improving consumer redress outcomes should remain the primary objective of any future engagement.
The Chair and Administrator to commence discussions regarding opportunities for collaboration on consumer complaint handling and redress pathways and provide an update to Council at the November 2026 meeting.
Other Business
Council appointments
Council endorsed the reappointment of Dor Son Tan representing Energy Networks Australia.
Council noted that a consumer representative vacancy remains on the Council and discussed opportunities to engage representatives from regional and community energy organisations to broaden consumer representation.
Refunds for Signatories Opting-Out of the NETCC
The Administrator confirmed that signatories who elect to opt out during the Code transition period as a result of the Code reauthorisation will be eligible for a pro-rated refund of fees for the remaining portion of their registration period upon request.
Council noted the importance of clearly communicating refund eligibility and Code transition arrangements to signatories, at the same time highlighting that the changes to the Code were essentially administrative in nature.
Media
Council noted recent media coverage regarding an expelled NETCC signatory which highlighted broader issues relating to consumer protection and complaint resolution in the new energy technology sector.
